The e-sourcing platform used by ├śrsted is called Scanmarket, and it's used for tender processes throughout the organisation. Scanmarket enables ├śrsted to secure a straightforward and structured tender process as well as communication with tenderers. The tool allows us to conduct negotiations with tenderers.

Why tenderers benefit from using e-sourcing:

  1. It's time-saving due to instant access and submission
  2. It provides an easy and efficient means of submitting tender material
  3. It provides transparency due to a clear and structured process
  4. It ensures equal access and fair treatment for all tenderers

E-auction

Ørsted may conduct the final round of price negotiations for a tender by means of an e-auction in Scanmarket. In an e-auction, the tenderers compete directly against each other and without any interference from Ørsted. During an e-auction, the tenderers are able to adjust their prices downward continuously. The individual tenderer's ranking is indicated at all times, and will change continuously and in real time according to the tenderer's bids in the e-auction.

Why tenderers benefit from e-auctions:

  1. It's a fair and transparent price negotiation process
  2. It will provide market insight for tenderers due to live feedback on price level
  3. It's timesaving compared to traditional price negotiations

If you are participating in a tender, where Ørsted intends to conduct final price negotiations by means of an e-auction, you'll receive information regarding the e-auction and preparation/training opportunities at least two business days ahead of the auction.

Supplier participation

Suppliers obtain access to Ørsted's tenders in Scanmarket by one of the following means:

1. Directly via email invitation from the Scanmarket system, if

  • the tender is covered by Directive 2014/25/EU and the supplier is pre-qualified in Achilles Utilities NCE (formerly the Sellihca and Connexio databases).
  • the tender isn't covered by Directive 2014/25/EU and Ørsted has selected the supplier for participation.

If you're invited to participate in a tender directly by email, you're already registered in Scanmarket. Please use the link in the invitation email to access the tender directly.

2. Indirectly via self-registration link, if

  • the tender is covered by Directive 2014/25/EU and has been announced publicly via e.g. TED eNotices. The link is published in the announcement.
  • the tender is covered by Directive 2014/25/EU and the supplier is pre-qualified in Achilles Utilities NCE. The link is e-mailed via the pre-qualification system.
  • the tender is not covered by Directive 2014/25/EU and Ørsted has selected the supplier for participation. The link is emailed to you directly.

If you're invited to participate in a tender using self-registration, you have to use the self-registration link and register in Scanmarket. Subsequently, you'll gain direct access to the tender.
